English Language Proficiency Assessments for California
In the state of California, school districts are required to test the English language skills of new students whose home or primary language is not English. School districts are also required to annually assess all students who are identified as English learners. According to the California Department of Education, state and federal law require that local educational agencies administer a state test of English language proficiency (ELP) to eligible students in kindergarten through grade twelve. In California, these tests are the English Language Proficiency Assessments for California (ELPAC). The ELPAC is aligned with the s. It consists of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP.
The purposes of the English language proficiency assessments are to:
- Initially identify English learners and fluent English proficient students in kindergarten through grade twelve
- Measure their skill level in English
- Check their progress in learning English each year
- The English language proficiency assessments measure English language skills in four domains: Listening, Speaking, Reading, and Writing.
